Appointed by Commissioner Strommen to the Citizens Oversight Committee, Randall held formal oversight authority over the accounts governing Minnesota's wolf and deer management programs, until the commissioner disbanded this important oversight function. That position has given him direct access to the manner in which the DNR operates including, budget allocations, and research methodologies shaping hunting seasons and predator policy across the state — and the standing, the expertise, and the will to challenge them when the data doesn't support the conclusions being drawn.
